    As a final comment to seal the fate of this silly company are town and city parking part of the bpa?

    Yes they are
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?
  • I received a parking charge notice in August for parking for 20 minutes over the 3 hour limit. I ignored the letter as advised on this forum and today I've received a letter from Whyte and Co Debt Recovery & Legal Services giving me 5 days to pay or "recovery action will be instigated". Should I ignore this too? I'm concerned about what will happen if I don't pay it.
  • Yes ignore that one too, and ignore everything that lands on your mat concerning the issue. You are not liable as keeper and have no obligation to speak to your antagonist, their demand is unlawful, goes well beyond losses which I calculate to be zero. That means they would lose in court if they were silly enough to try.

    It is all one big scam, you are all right.

    Its all part of the letter scam. You are safe to ignore them.
    Do you know what their "recovery action" will be ?
    It will be another letter begging you to give them some money !
    You are not going to fall for it are you ?;)
  • Lots of advice on a similar matter would be great.

    I too received a PCN in august dated for 10/7/12 for parking in my local asda round twenty minutes over the allowed 3 hours. I didn't remember if I did visit the store that day, as I often visit asda for a shop/a coffee and a cake... it was the day after my birthday however and i genuinely dont remember if i was there or not... however i must have been as they have images of my car entering and leaving the premises at the 'times' specified. I ignored the letter after reading forums like this one and speaking to a friend who is studying law at university.

    However today I have come home to a letter from a Debt collection agency saying I owe Town and City parking £110 from 10/07/12!!

    I know everybody is saying to ignore it, however I have had my doubts as my step-father is a policeman and he said I should pay up. I cannot afford for my credit rating to be affected as I am moving into a new rented property in a month, I also cannot afford to pay £110!

    my letter was from debt recovery plus ltd...

    Once again the police show that they don't know anything about private parking tickets. You don't have to pay it, and your credit record won't be damaged. For that to happen it would have to go to court, you lose and then you fail to pay whatever the judge orders within 28 days.
    What part of "A whop bop-a-lu a whop bam boo" don't you understand?

    A debt collection agency can not even call at your door w/o your permission I believe. They can ask if they could but you can say no.

    Any way, the above is irrelevant as they probably will not even telephone you. The advice given you is right. Ignore all threats, ignore this scam, these scumbags and get on with enjoying life.

    Thank you :) the only reason I was concerned is because I went on their website and it says the laws have changed quite recently? And the debt collection agency are a different company to the ones people have previously mentioned in this forum!

    Step-father is apparently an idiot. Sorry but he's just stupid to think you have to pay this, what ill-informed rubbish!

    And the debt collector letters ARE all on our 'PPC letter chains' thread, perhaps under a different PPC but they are there and have been for years.

    This 'new law' guff has been covered endless times on here already.

    In just a month we've been constantly asked about half a dozen times every day about the new law (Protection of Freedoms Act if you want to search for other threads). It has been discussed to death TBH and you could have just searched the forum - but we always reply because it's important that people know that fake PCNs have not suddenly become magically enforceable!

    So here's the same old summary yet again, posted again within an hour of the last time (must be a record) :) :



    The registered keeper doesn't 'have to' do anything at all. These fake PCNs are as unenforceable as they ever were - it's just that these scam firms are now able to aim their threatogams at the registered keeper if they are not informed who the driver was.

    Big deal...the keeper can still make paper aeroplanes out of them as we always did, just as shown by Tim Cary, the expert Solicitor in this Watchdog clip!

    A SUMMARY:

    As far as private parking ticket scams are concerned, for a vehicle where you or family are the registered keeper*:

    Any fake PCN issued for an incident up until 30th Sept 2012 = IGNORE IT.

    Any fake PCN issued for an incident from 1st October 2012 onwards:

    - if you were parked in Scotland or NI = IGNORE IT.

    - if your 'ticket' is from a firm who are NOT members of the BPA AOS, or are one of five AOS members currently banned from getting data = IGNORE IT.

    - if your 'ticket' is from a non-banned by the DVLA!! AOS member in England/Wales, there are 2 choices:

    a) IGNORE IT, as ever, playing snap with the threatograms that match our sticky thread 'PPC letter chains' (near the top of this parking forum), :)

    or

    b) Appeal it with help from here in how to word it, and insist on a referral to the POPLA appeals service if it's not cancelled. Costs the PPC £32 plus, costs you nothing, it's not binding on you but it is binding on the PPC. If you do not win your appeal then revert to ignore mode.

    This option is for those who want to fight back, cost the PPC money and test the POPLA system whilst also getting their PPC's tactics scrutinised; start by reading threads about POPLA. Recent posters have had great success where their case is clearly a very unfair ticket (such as disabled overstay or slight overlap of a white line, etc.) by using email and wording it not as an appeal but a complaint, and copying in the retailer/landowner to that complaint. :)

    Finally, if anyone gets any fake PCN anywhere in the UK in a retail, cinema, fast food or Supermarket car park then even if you choose to ignore the scammers then COMPLAIN IN WRITING to the CEO of the company on site if you were a customer. Do not appeal to them, complain about this protection racket against their paying ex-customers.

    * it is different for hire/lease/company cars as you could find the fake PCN paid for you! Here is a thread about what to do (whether AOS scheme member or not, you need to appeal to hook the PPC in your direction).
