There has to be actual proof of delivery. RD isn't separated from normal mail so there is still a chance it might go missing. It only protects against false non-receipt claims if it shows as delivered. Even if you use it, if it goes missing or there is no proof of delivery uploaded you still have to pay out.
If you are worried about scammers, don't sell online at all, sell face to face. For me RD doesn't get a signature when it is delivered - postman can't be bothered - so the item will not show as delivered for Paypal's purposes. It's also inconvenient and expensive from a buyer's POV, so I tend to avoid it wherever possible."Well, it's election year, Bill, we'd rather people didn't exercise common sense..." - Jed Bartlet, The West Wing, season 4

I sent an item by first class RD on August 18th and on 5th September had a mail from my buyer asking where it was. I told him when it was posted and half an hour later he mailed to say he had found it. I can only assume the postie left it somewhere and didn't tell him. You're only young once, but you can be immature forever0

Assuming it shows as delivered the simply answer is yes.In the game of chess you can never let your adversary see your pieces0 -
There will always be the occasional person to try and scam their way out of paying for an item, even with recorded. The good thing about it is there is usually insurance in your postage through the royal mail. It's best to find out how much insurance is covered on your items getting lost or damaged in the post, as you sometimes have to pay more for insurance if the item is valuable.2012-2013 Deposit target £2663.05/ £3876.74 :j

See the postage thread. Standard post, which includes recorded, covers up to £46 of loss (there are some excluded items)
As for the original question, I don't believe recorded is a good enough service if you believe everyone is a scammer. I never sign for any recorded here and most of the items I have sent recorded never show as delivered when i use track and trace, so would not cover me against a paypal claim. At 95p a go I think it is an expensive service that does very little.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. if a buyer claims that a seller hasn't sent an item and seller can provide a tracking number, then ebay can check details with royal mail and that is enough for them to prove item has been sent. the seller should then do the right thing and fill a lost item claim with RM and when compensated return money to buyer. I have done this. ebay closed the case in my favour. I made a claim with RM and had to provide buyer details. don't refund until RM compensate you incase they refuse. HTH0

Hopefully you aren't telling sellers that if a buyer has a missing item they should wait for Royal Mail to pay out on a loss claim before refunding. That isn't a good idea.
In more complicated cases where a signed for item has not been delivered but it is showing as signed for then each case could be different. In any event making a buyer wait for what could be 6 weeks from their initial order for their money back won't be good for business or your standing with Ebay.
To answer the OP as others have, recorded is ok if it has been signed for by the person it is going to, unfortunately it doesn't always end up with an online tracked signature so isn't as good as special delivery or using a courier..0 -
I'm not sure you're saying anything wrong but it could be confusing.

RM may be able to prove that item was delivered in which case it would be better to wait for their response before paying. When i made a claim i kept the buyer informed and sent them scans of forms and RM replies. They were also contacted. There were no complaints from the buyer. Communication is very important.0 -
