The auction clearly says 'I accept paypal' at the bottom, that cannot be overwritten by the sellers terms and conditions.
If he returns your money short of £5 then put in a paypal chargeback immediately, if necessary call paypal (their telephone number is fairly easy to find if you log in).
The auction was posted in the UK and available for UK buyers, he should not have checked the paypal button if he doesn't accept it.
Also, put in a non performing seller complaint if he refuses to accept your paypal payment.
He's a power seller so ebay will almost certainly only give him a tap on the wrist and you may well get a negative, but don't just roll over on this one. He has listed his payment options incorrectly.
His feedback is poor so he obviously doesn't treat his buyers well, so you might be in for a rough ride.
If you are looking for a cheap MP3 player then check out Tesco instore, they had some last week but I didn't get the spec, sorry. They were about the £25 mark.

some exellent points to argue if he does not redund the full amount but y will i get a neg feedback + how do i put a paypal chargeback0 -
The reason I said you might get a neg is because the seller has past history of leaving negs when things don't go his way.
I wouldn't start a chargeback until you hear from the seller, you never know he might have made a mistake in his listings.. However, if and when you need to start a chargeback log into your paypal account and click on one of the tabs at the top that says 'resolution centre'. Follow the instructions on there.

http://pages.ebay.com/help/policies/listing-surcharges.html just found this on ebay saying that they cant charge there own fee after sales thats what i gather from this what about you0
-
No, I don't think he is breaking the no surcharge rule after all he isn't asking for a further payment for accepting paypal he is charging an 'annoyance fee' for having to return payments.
The surcharge rule is where sellers try to add a percentage for using paypal. It is becoming rarer but you do still get some sellers that say "add 3% if paying by paypal" that is what is prohibited.
