sometimes i wonder where these parking companys get their names form High View parking, does that mean they used to have an employee sat up in a high chair ( like you get at some swiming pools) armed with a clipboard and a whistle, so that when someone transgressed a parking rule he/she could then blow his/her whistle furiously, and wite down the registration number?

Indeed but you can see were PMSL could have got their name from after all they do take the P***

We think that more should be accepted but it remains to be seen. It starts in October, when the Freedoms Act comes in and private clamping will be banned in England & Wales. Clamping isn't quite banned yet so go carefully!

We also think that we will be changing the 'ignore' advice to 'appeal' where the PPC is a member of the BPA, and then appeal further to POPLA. Reason being that the PPCs are going to have to fund each and every appeal to the tune of £27 PLUS VAT every time (ouch!). The PPCs absolutely HATE this, I know they are spitting feathers over it.

In addition, the decision will be binding on the PPC (so if the appeal wins then they have to back off) but won't be binding on the motorist (so they can then go into ignore mode, as before) but can be happy that they have just cost the PPC upwards of £40 in POPLA fee, plus man hours, plus p&p wasted!

    :D

I wonder how many of the companies will pull out if a person goes to POPLA just on the cost issue?

Good point - and even more reason for us to get the advice right for newbies, come October.

I tend to think that - as long as they are the keeper of the vehicle - we should always tell them to await the first letter, as some fake PCNs are never even followed up with any threatograms. The first letter means they've got the data from the DVLA and then it's 'game on' with POPLA.

If POPLA is not offered but a threatogram arrives, then a newbie can check if they are actually a member of the AOS, if not then how on earth did they get the rk's data = complaint after complaint. PPCs only have one way to get DVLA data and it's by being in the AOS; they can't use another route according to the DVLA. It should flush out some dodgy practices.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I think this is where some dubious naming conventions will come into their own. Without helping the PPC's I can't divulge what I'm cranking on about, but those in the know should be able to see loopholes (deliberate) in the BPA 'model'.
