Options - do nothing or:
Write to the old owners via the property address stating that you have offered x but the bank have turned it down and they are acting unlawfully by not getting the best price.
or Take an advert out in the local paper effectively naming and shaming the bank and agent - should generate some publicity (however make it factual - Something like I am a cash buyer and can complete in 48 hrs and have offered X for property Y but bank z and EA are selling to a n other at a lower price. If you are the repossessed former owner please contact me on x as bank z appear to be failing in their duty to obtain the best price possible)
or make offer of 10% higher and appoint a local solicitor0 -

Why not spend your time appointing a conveyancer, rather than bleating on the Internet. It is common practice for self-conveyancing to be given the bum's rush.0
