CS DO have access to your messages. I have had to refer them back to specific threats/messages/demands and they can review the whole communications.0

Under normal circumstances - i always say that trying to change the postage price after buying the item is a scam. You agree the total price and if your not happy DON'T BID!!!
But if i was the seller in this case, and i had not used the stated postage method - i would consider that a breach on MY part - and i would refund the diifference.
So the OP is right to be peeved.
You must use the service stated - or be happy to deal with any complaint that follows.
As for the negative removal - Ebay consider leaving a negative after asking for money back (in this case a partial refund of the postage) as extortion. Rightly in most cases - as i believe if you bid to buy - you are happy with that price - no comebacks.
But strictly speaking - this item, or at least the postage, was not as described and the item was late, as a result.0
