If it is because the op has a dislike of old vehicles then I'm not sure what they would make if I were to move-in on their street. Both my old car and even older van are quite capable of lowering the tone of any street. Do I care ?, do I F++k.
However, I do object to untaxed vehicles being used on the public highway.Never Knowingly Understood.

maybe it's THAT old (pre 1973) that it's tax exempt?

As previously been said, you can first check the tax status on line and then if necessary report it for being un-licensed. However, you aren't supposed to check the insurance of someone else's vehicle (for some reason) under data protection.
As far as getting the police to act on 'failing to display'... well from my experience, you have more chance of being head-butted by the Pope as getting them to do anything.PLEASE NOTEMy advice should be used as guidance only. As I understand it, it is an offence not to display a tax disc.
And an untaxed car in an accident could cause issues for the other party.
