    The OP did not have any of these forms of ID which may be why the Postal Staff worker initially refused to hand over the parcel.

    Actually I offered credit and debit cards in addition to my utility bill.
    The OP correctly queried this as he was collecting a Parcelforce item which appears to have different proof of identity requirements.

    I believe it was a genuine mistake on the post office's staff members part and not sure she deserves to be labelled a "Jobsworth".

    My local Post Office counter staff only deal with ParcelForce collections, there is a little parcel collection office for Royal Mail parcels next door to the main post office.

    Given that the member of staff in question only has to deal with ParcelForce items and she was the most senior member of staff on duty - the "Jobsworth" label is deserved IMHO, I am convinced she knew the rules and was just being awkward.

    It was a Parcelforce item being collected from a Post office and if it was a Parcelforce card left, then according the [STRIKE]Parcelforce[/STRIKE] eckoh.com website, the ID needed must be photographic ID so a utility bill would not be suitable.

    I've seen the While You Were Out cards sticking out of letterboxes before now. Or stuck under the door of a communal entrance. I've seen some even fluttering down the street, although I've never felt inclined to run after one to see if there was anything worth doing about it.

    Are you suggesting that customers should ignore the website on the "sorry you were out" card and head over to https://parcelforce.eckoh.com to get their information? :T

    Just take a look at https://parcelforce.eckoh.com and try to click around a bit, it is obviously not designed to be used by the public. Maybe it is a test system, or some out of date mirror.

    There are two types of Sorry You Were Out card. One is the type delivered by Royal Mail, I believe, and one is the one actually handled by Parcelforce/Ecktoh. Ecktoh are the company who run the entire computer tracking system/the only reason logistics are possible. So what I was saying was it is a reliable source of information. Particularly as the particular page referred to is reached by going to the Parcelforce website and then clicking on their own link (via collect from PO/redeliver) to the contact cards. So it is part of the site designed for the public to use.
