Planning Permission for PPC Signs/Cameras

I asked the valuation Office about Rates payable on car park signage, cctv cameras etc.
Their answer :-
"You will find information on the valuation of all classes of property in Volume 5 of our on-line Rating Manual at https://www.voa.gov.uk. Section 200 practice note 1 deals with car parks - but I attach a link below for your convenience:
http://www.voa.gov.uk/corporate/Publications/Manuals/RatingManual/RatingManualVolume5/sect200/rat-man-vol5-s200-pn1-2010.html#P76_2111
You will see from the guidance here that the aim is to arrive at a rental value for each car space - the signage and number of security cameras etc would therefore indirectly be included as they would affect car park charges and therefore the level of rent achievable.

It's in Northgate located between the retail park (which has TKMax and Homebase) and the town centre.
Funny enough that complex, although located very close to the East Coast main line station, manges to get by with no PPC involvement. What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -

Yep and I can think of several more in B&H with signs and/or cameras. Will get on the case when back at home (been away then we're away again next week too).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Well my planning office don't answer emails so i rang them yesterday.Guess what they said they wouldn't persue the parking company for not having planning for signs or cameras if they needed planning or not.So that didn't help i still don't know if by law they should.0
