As a little test i have just swapped a few modems .
41% and 93 dbm thats the LG6 modem from latest firmware .
46% and 87 dbm on LE7 modem
100% and 85 dbm on LF1 modem .
100% and 85 dbm on 3 UK LE4 modem
A better test would be to repeat but as far away as possible from a network mast to test best for weak signal .Even then there are a lot of variables involved .
Modems may be called radio or baseband .
What modem on SG range is settings about device baseband .

I would say .
One weak network signal due to location etc
Two the modem is not the best for that network
Three antenna on the phone not 100% and yes you can hold any phone the wrong way .
Four happens that the firmware has been upgraded and user is on old inferior firmware .
