The way I understand it is : that a ceo can give a pcn for parking or obstructing a zebra crossing, being as a ceo has issued it is will be non endorsable.
A pcso or police officer can issue a FPN for the above offence as well which will be endorsable.
Failing to stop for someone already on a crossing would fall outside the scope of a ceo as it would be a moving traffic violation therefore dealt with by the police and also endorsable.

Zebra crossing zig zags:
Are endorseable by the police and police traffic wardens. You can be given points AND a fine.
Can get you a PCN ONLY from the council. It is still an endorseable offence however the council can not give you points only a PCN for civil illegal parking not criminal illegal parking like the police.

It seemed pretty clear to me that you were saying that if an offence is endorsable, a CEO can't issue a PCN for it. In the interests of complete accuracy or pedantry (whichever you prefer) I pointed out that this is not always true, and gave the example of parking on a zig zag. That is an endorsable offence for which a CEO can issue a PCN. The PCN does not come with penalty points, but that doesn't make the offence itself non-endorsable because it can also be dealt with by a criminal procedure which does result in penalty points.
I was originally referring to the offence of failing to accord precedence, but you widened it to include the issue of stopping on the zig zags. But of course when a CEO issues a PCN for this contravention (note the distinction between contravention and offence) they are not issuing a PCN for an endorseable offence but for a decriminalised parking contravention.
You seem to have difficulty in grasping the notion that a PCN relates to decriminalised parking and not offences."You should know not to believe everything in media & polls by now !"

But to the OP, I suspect the person you thought was a CEO was actually a PCSO.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

YES you can if they are a TPCSO............a PCSO trained in Traffic offences (They took over from Traffic Wardens in the MET area),NOT a normal PCSO. Traffic Wardens started being phased out about 8 years ago, thou there are still a few left (I believe)........Traffic Wardens were given the choice of becoming a TPCSO, most didnt, thou no new"Traffic Wardens" are being employed. This is MET area only, dont know about other areas.0
