Zebra crossing and sneaky CEO

Hi all, Interesting thing happened this morning. Me and my wife were approaching a zebra crossing and we could clearly see a group of old people showing no signs or interest in crossing it.

So we carried on and crossed it, as we crossed onto the black and white lines a CEO very quickly stepped onto the crossing as if to walk into the side of my car. My wife was like !!!!!! and was startled by it.

I look in my rearview mirror and see that hes taking a photo of my car as we drive on.

I now presume i willl get a ticket for failing to stop at zebra crossing. This CEO did this on purpose, he didnt stop or give any sign as too wanting to cross, he just jumped out as we were already on the crossing.

Any advice as to how to procceed, can they give me a ticket for this nasty trick he played ?

    He stepped onto the crossing and you didn't stop therefore you are in the wrong.

    It dosen't matter that "he didnt stop or give any sign as too wanting to cross", you should aniticipate the crossing ahead and if there are pedestrians in the vincinity you should approach with cauthion and be prepared to stop.

    The photograph cannot be used as evidence that you failed to stop for a pedestrian on the crossing, as it will merely show the rear of your car driving away from the crossing. The CEO may be guilty of loitering on a crossing, which is a specific offence.

    This isn't what the OP said.

    They said the CEO stepped onto the crossing when they were already on it.

    You wont get a ticket from a CEO for failing to stop but you might get a visit from the police if he takes it further.

    Just want to clarify so i understand. Group of CEO's standing by crossing. No attempt to cross so you started to drive past. As you are already on the crossing they jump out a take a picture.

    I think that the whole crux is that you where already driving through the crossing when he jumped out.

    Really sounds strange I would simply take notes for now. dates times etc so that if it comes up or this idiot takes it further ( to whom I am not sure ) you have notes to help you.

    Really strange and again really hope the both of you are not too shaken up.

    He's right you know - The Zebra, Pelican and Puffin Pedestrian Crossings Regulations and General Directions 1997

    19. No pedestrian shall remain on the carriageway within the limits of a crossing longer than is necessary for that pedestrian to pass over the crossing with reasonable despatch.

    I'd say that delieberately stopping on a crossing to take a photograph of something was clearly a case of "remaining...longer that is necessary... to pass over ... with reasonable despatch". Can't see what the penalty might be for this offence though.

    And since we're on the subject, the aforementioned regulations also state;

    18. The driver of a vehicle shall not cause the vehicle or any part of it to stop within the limits of a crossing unless he is prevented from proceeding by circumstances beyond his control or it is necessary for him to stop to avoid injury or damage to persons or property.

    So in the circumstances, it would be appear that the OP would have committed an offence had they stopped.

    Dunno. Presumably CEO = civil enforcement officer aka traffic warden. Complain to the CEO's employers that they have some plonker wandering onto zebra crossings to take photographs?

    I agree, a "pre-emptive strike" in the form of a complaint about the CEO might be a good idea.
    The acquisition of wealth is no longer the driving force in my life. :)

    just a group of old people showing no signs or interest in crossing it. the ceo was not far behind them away from zebra crossing.

    Thank you for the advise on taking notes etc. were still a little shaken up.

    A few relevant questions:

    Was the CEO in motion the whole time? i.e. was he stationary before he stepped out?

    Which way was he facing as you approached the zigzag markings?

    Which way was he facing as you entered the zigag markings?

    Did you stop in anticipation of the pedestrians stepping out, then continue when satisfied that they weren't?

    I understand the offence of failing to accord precedence at a pedestrian crossing is an endorseable offence so therefore outside of the realms of local authority CEO's to issue PCN's.
