    Nope. I am a former CEO and I can tell you that they have no power to give you a PCN for not stopping at a zebra crossing. They can give you a PCN for being PARKED on one but not for not stopping.

    As for pointing the camera at you, that may be for any reason - I suspect he was just trying to frighten you for whatever reason. I've done it myself a few times (abusive people who are shouting at you from the window while using their mobile for instance). Puts the s***s up them every time because they don't know whats happened and what trouble they will get into. I had one bloke slam his brakes on and ask why I'd taken his picture - when I told him that I wasn't prepared to be abused by someone using his phone whilst driving and was about to transmit his picture via 3G to the council to be passed to the police I got the best grovelling apology ever :D The handheld computer wasn't even in camera mode :rotfl:

    Seriously, I wouldn't worry about it. All it shows is a picture of your car driving away not who the driver is or an offence being committed.

    True, but he (or anyone else for that matter) could still report the (alleged) offence to the police, who may or may not be minded to take action on his say so.

    It's not 100% true that CEOs can't issue PCNs for endorsable offences. They can do for parking on a zig-zag, but AFAIK that's the only one.

    It is 100% true. All a CEO can do is to issue a PCN, as TrickyWicky stated above.

    Yes, that's what I said. They can issue a PCN for it, even though it's an endorsable offence.

    Its not what you said, re-read it again and you will see your original comment was different to what you have just said. PCN's are not issued for endorseable offences.

    If you were already driving over the crossing before the CEO stepped on there is no case.
    19 - Pedestrian rules
    Zebra crossings. Give traffic plenty of time to see you and to stop before you start to cross. Vehicles will need more time when the road is slippery. Wait until traffic has stopped from both directions or the road is clear before crossing. Remember that traffic does not have to stop until someone has moved onto the crossing. Keep looking both ways, and listening, in case a driver or rider has not seen you and attempts to overtake a vehicle that has stopped.
