A CEO could issue a PCN for parking on a zig zag!
A PCSO or plod could issue a FPN
First is non endorseable second two are.
Only plod could do you for failing to stop!
So seeing the OP was moving, if anything the OP failed to stop, then the CEO can do no more then any of us could and tell the BIB!0 -

Yes they are. Parking on a zig-zag is an endorsable offence for which PCNs are issued. The PCN doesn't come with penalty points, but that doesn't mean that the offence isn't endorsable - as anyone who's been caught doing it by plod can testify.Its not what you said, re-read it again and you will see your original comment was different to what you have just said. It seemed pretty clear to me that you were saying that if an offence is endorsable, a CEO can't issue a PCN for it. In the interests of complete accuracy or pedantry (whichever you prefer) I pointed out that this is not always true, and gave the example of parking on a zig zag. That is an endorsable offence for which a CEO can issue a PCN. The PCN does not come with penalty points, but that doesn't make the offence itself non-endorsable because it can also be dealt with by a criminal procedure which does result in penalty points.I understand the offence of failing to accord precedence at a pedestrian crossing is an endorseable offence so therefore outside of the realms of local authority CEO's to issue PCN's.0
