    I'm more intrigued by how they think they can enforce the ban on cyclists using them (at least the ones cyclists might want to use).

    The police pull them over and book them.

    The police seem to be on a purge of booking cyclist jumping red lights at the moment, I guess they don't want all the overseas officials seeing Londoners disregard for red lights

    Love how you're not allowed to take water or drinks in. Let me guess, they have their own stands selling 500ml bottles of Evian and 330ml bottles of Coke for £2.80 per bottle. Hot dog with onions £6, sachet of mustard or ketchup 50p each.

    you can take an empty bottle in and fill it for free

    Providing the council or who ever have implemented these lanes have authorisation for the different road markings from the Dept for Transport they can have whatever road markings they like, the ones set out in your link are the general set used by councils etc, these can be altered if permission is sought and granted.
