No, there has always been an upper limit. It's true there was a wide band of people with income between about £30k-ish and about £60k-ish who all got £545pa I think, but above the upper limit people got nothing. I can't remember what the rules are now. They keep changing them.
Below about £30k-ish you get more, depending on number of kids, hours worked per week, childcare costs, and a few other things.Do you know anyone who's bereaved? Tyre performance in the wet deteriorates rapidly below about 3mm tread - change yours when they get dangerous, not just when they are nearly illegal (1.6mm).
