    This happened in our street too. Long standing neighbours had a right of way to an old well, new people moved in and put a shed up and fenced off the right of way. The dispute went on for years and cost thousands in solicitors fees and court costs. Whilst the dispute ins ongoing both properties are unsaleable so it is in the interests of both parties to resolve it.

    Unfortunately, if only one side is being immature & obstructive that's enough sometimes ! My next door neighbour swore blind that he owned a 3 inch strip of land directly in front of my garage. He went on and on about bits of concrete strips in the ground "proving" his boundary. Sometimes, people can be just unreasonable in the face of logic.

    OP, what I would say is that:

    1. it's surely in your better interests to get a new home-owner. You've seemingly exhausted your options with the current one, the new one may see your point of view

    2. it's not for you to declare neighbour disputes, but for the vendor.

    So, I wouldn't say anything & hope that your warm welcome to the new owners next door heralds a thawing of relations & a commitment to resolve things in a friendly manner
