    Because if you're referring to the TV licence, parliament TV doesn't count as it's a live webcasting of all parliamentary business. BBC use it, but don't own it.

    A TV Licence is not currently required to view and use https://www.parliamentlive.tv .

    However in recent months, some users have requested this view to be confirmed and clarified.

    For this reason we have approached OFCOM, for clarification.

    We are still awaiting their response and have yet to receive any time frame for this.

    I am, therefore, unfortunately currently, unable to fully answer your question.
