Maybe the person who prepared the sandwich was just distracted for a split second or maybe it was a stressed-out new-start? It's really no big deal, is it?
The sandwiches in subway are prepared in front of you. It's not as though they go through a metal detector to detect missing knives!

Going to the papers is a bit over the top...
Surely if you got no joy from the shop staff take it up with HQ staff and then maybe the papers as a last resort??

Perhaps it depends on the neighbourhood you live in - free knife with every sandwich might be the way to go the way this country is coming to.
