You're not connecting to the router through the wire properly. This could be hardware, or it could be the router not configured properly. If the router is properly setup, then it should use a thing called DHCP, and give you the correct IP address - 169.254.43.94 is an APIPA address (internal Microsoft address) - and not one assigned by the Router.
    For hardware:
Check the respective light on the router is on properly, so if you are connected to port #1 on the Router, the light on port 1 on the router should be lit. If this light is lit, then the hardware is working ok - that is the NIC in the PC, the cable and the router port.
    For Router configuration:
If the above is ok, set the router back to manufacturers default. This is usually done by pressing in a little indented button on the back of the router, as you turn the router on, then holding the button in for about 3 or 4 seconds.

After you do this the Router should use DHCP again, you will get the correct IP address - which will be something like 192.168.1.3 - and you will be able to ping the router address 192.168.1.254. The router address is the address of the default gateway on the 192 address ethernet output of the ipconfig or winipcfg command as above.

Thank you for getting back to me. I have tried that and more with a lot of help from Toxteth_OGrady and yourself and all was going well until it seamed my Belkin cannot operate Wirelessley it may be that my Belkin may be faulty.

I have emailed Belkin to ask if they have any further advice about change of numbers etc as at the moment I cannot acces the setup page with any of the numbers I have.

Hopefully they will get back to me, if not then the Belkin might be heading for the bin.

I will report back on what happens for anyone who may be interested.

    Thanks again.
