This has been discussed many times, both here and in the Techie Stuff board. I seem to remember that you need a license to WATCH or RECORD a TV transmission AS IT IS BEING BROADCAST. (And indeed the link from visidigi confirms this). You do NOT need a license simply to USE a PC or DVD player, even if it is to watch PRE-RECORDED stuff. (In this case the link is misleading).

No they pay Capita hundreds of millions to threaten, intimidate and harass the British public which is why they wont do it directly. The fact reminds the BBC remains overall in charge as I've shown
Once again they pay third parties to do it but they are told to say their BBC TV Licensing by the BBC themselves

You are wrong yet again. The BBC sales goons have strict targets to hit and some people are conned into signing forms which later get falsified by them. One person on TV Licence Resistance was fined even though they told the sales goon she didn't have a TV!.
The situation is though once the signature is on the form the Magistrate will believe the BBC goon so they are fined and forced to get a BBC TV Licence even though she didn't need one. This is one of the reasons they fight tooth and nail to get this information hidden from the public, threads locked, trolled etc
Oh and then there's this guy who had no contact with them so the BBC made up a story to prosecute him!

This is a little misleading OP.
You were not fined £275 for watching youtube.
You had a default judgement against you as you did not attend court. If you attended it should of been fairly easy to win without help from solicitors, also the BBC/TvLicensing have procedures to go through to stop being targeted by the watch squads or letters, a little bit of proactivity would of saved a whole lot of time and money0 -

On a side note does anyone know what the procedure is for watching live TV at work on your phone/pc? I have a TV license at home but I believe they only cover an address and not a person.
