hi i cant believe what happened today, my husband went for change and i got a ticket slapped on the window within a minute of telling the carpark man....
heres my biggest bug bear....did he have the right to film us talking to him???????? i thought only authorities could do this..this is a private firm?
as we left i looked at the pcn and realised where the time was entered when it was issued ****the time we left was blank.
my husband had returned with ticket in hand at ****
removed the times just incase
i then went to the police station and apparently this person is very well known to them and they receive lots of complaints.
i was however told this was not a police matter but a civil one (hence him being so smarmy i reckon)
also other persons have told me the mobile contact number on the cpn is actually the parking attendants mobile and he would take payment over this phone? surely thats not wise to be giving bank details to a man who issues the tickets?
do all private parking companies have access to dvla for persons addresses?
hope someone can help me ive been seething all day especially the fact he had a torch style camera attached to his chest!

OK, calm down now.
The ticket is legally unenforceable anyway, so you can ignore it. It wouldn't last five minutes in a courtroom before being laughed out of it.
Only accredited BPA AOS members have access to the DVLA database, but that doesn't matter anyway. Its still legally unenforceable.
Ignore this, do not contact him.
If you do get any scary letters, just ignore them. This man and his dodgy company would need to be completely insane to try and take you to court over this. They'd lose. Very very badly indeed.Je Suis Cecil.0 -
He can film you in a public place. You can also film him though, and infact under circumstances like this, should do if you have a camera phone for example.
Regarding the parking ticket, it is an unenforceable invoice. The most you're legally liable for are 'liquidated business losses', i.e. the cost of your pay & display stay. The way he has behaved effectively made it not possible for you to do so at the time.
If he's just a s*** working for a relatively innocent pay & display company, you have grounds to complain to them about his behaviour.
If he IS the company, don't pay anything & ignore everything sent to you. You can also complain to Trading Standards, and the DVLA if they release your details as registered keeper.
Either way, don't pay the 'fine' as it's not a fine; penalties are not enforceable under civil law.0 -
thanks everyone, im still really annoyed its ruined my day or he has more to the point. i really feel like going back to the car park and waiting for him to pounce on someone and then jumping in saying telling them the score. but i wont.
Apparently the company is quite a large one has anyone in the midlands heard of them? this must be where head office is it says coventry0 -
Surely it's 'Predator' otherwise the scamming bloke can't spell?!
Anyway don't give it much thought now, just make sure your household know it's a scam.
Do not pay and do not be fooled into thinking there is an appeals procedure either - it's just a phishing procedure for their benefit to gain information to scare you even more. It's all just a scam like a protection racket in the car park but just staying the right side of the law...

That's a solicitor on Watchdog and his advice relates to ANY Private Parking Company (PPC) fake PCN.

A barrister on the second link says ''This is a private land fine. They are unenforceable. This is not a parking fine however it may look. These companies are private firms that have no more right to punish you for the manner of your parking than your neighbour does. Only the police or the local Council can do that.''
Don't even think about contacting them/him, despite scary letters arriving!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If you husband purchased the P&D ticket then the landowner has suffered no losses, if he didn't purchase the ticket then the landowner has suffered losses amounting to the P&D ticket which would have been purchased...
...Unless the car-park belongs to a retailer which gives parking refunds if you spend over a certain amount, if you spent over that amount in that retailer than it can be argued that the losses again are zero (as you would have got the money back at the checkout)
It's only the landowner which can sue you for damages and not some poxy private company.0 -

Never heard of these particular scammers before, is the spelling correct ? Can you scan the invoice in minus your personal details like registration number ? You can host it on tinypic.com or something similar , thanksExcel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?

Might be a one-man show, so you might be lucky and not get any nasty letters if they are not signed up to the BPA scheme of scamming to get the details from the DVLA (unless they "sell" your 'debt' to a company on that list to acquire the details)0
