Can you start a new thread instead of bumping a thread that was last replied months ago. Also you have to give more details as nobody will understand what you are talking about, actually I have no idea what you have paidExcel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

You do not have a fine or a parking ticket, it is a cleverly dressed up invoice which is totally unenforceable, it is NOT a parking fine, only councils and the police can issue them.
IMPERSONATION OF AUTHORITY, sit and think about that statement several times .
You will receive a bunch of threatening letters full of lies, same again with a fake debt collector called Roxburghe Parking Services then they will pretend to be a solicitor called Graham white threatening to sue you, again FAKE.
This is the advice of parking experts, not just some opinion.
You can safely ignore them, they can not do anything.
The reason your appeal has failed is because they are a scam company trying to con money they have no right to, why would they allow you an "appeal" .
All are rejected.
Now wise up, start reading the threads, what you have is "no different" just a standard impersonation of authority unenforceable invitation to pay an invoice.
The law say they can not fine you THE LAW !

Now I know this is a very old thread, but I would be interested to know, as i cant find out anything on the itnerwebbynet 
I have long been told that Southampton Town Quay was chartered to the "People" of Southampton for their use?
Only thing I have found is this "Town Quay is the original public quay, and dates from the 13th century." from wilipedia, not a reliable source I know, but it does seem to substantiate that it IS a "Public Quay"!
Obviously history has moved on, BUT, I would be extremely interested to know, as would a lot of others who utilise the Town Quay, any information as to exactly what are the legal implications of changes that have occurred through history, what they might be particularly in respect of charging for parking and access?
Also any History, particularly if it backs up that the Quay is a Public Place?
Any information as to how I might find out the history and implications of changes of ownership, there legalities, and if currently charges are ACTUALLY LEGAL?
