I think the poster meant open it now and fund it with new money from next years allowance - rather than transfer in.

I wanted to open it without funding and then decide whether I fund it with a partial transfer and/or money from next year's allowance after April 5th.
  • No you cant.
You can open with a zero balance if you intend to transfer an existing ISA into the new account.
If you are paying new money in its £500 minimum.

You have 14 days to make a transfer request. 6 April, the beginning of next year, is less than 14 days from now. If you claim when opening the account that you will fund it via a transfer, never submit the request but pay in more than £500 on the 6th, it seems to me that it is unlikely that Santander would return your money and close your account.

Might be a different story if your account has a zero balance on day 15 though

I find the 'Skipton Base rate tracker (guaranteed BOE - 1.25% for 24 months) Flexible ISA' to be a very good candidate as the account to use all through the year as your saver. It will move along with BOE for 2 years (not to be sniffed at) and allow withdrawals and replacement all through the year due to being Flexible and you get the current 3.0% rate tax free. And add to this the perk of being able to deposit using a debit card so acts as a solution for your Halifax reward saver criteria too.

Not a perk of that particular account, can deposit into all Skipton Instant Access online accounts by debit card.

Yeah I just meant that the skipton tracker isa ticks an unusual number of boxes that one would typically look for in an isa.

But, if I transfer an existing ISA into the account, am I then allowed to add new money for 2023/24 tax year?

From what has gone before, it seems likely you'll need to make any additional cash contributions within 30 days of opening the account. So when you say you want to wait a while to see how other rates move, it will need to be a short while and after 5 April if you want to use the 2023/24 ISA allowance.
I would suggest you confirm this directly with Santander.
    Edit
You may find their <summary box> of some interest.
