My apologies, you are correct. It is their one year fixed that is 4.6%. Sorry about that, I have deleted my original post.

They don't seem to have an electronic messaging facility, rather a "Submit an Enquiry" option where they say "someone will contact you". There isn't an option to attach anything that I could see. I figured that the increase in interest was more than worth the price of a stamp.

When outside the country a price of a stamp can be expensive and it could take 2-3 weeks for a letter to arrive. They say funds are credited within 3 banking days after they received it. However, it doesn't say anywhere they backdate interest and they can also only legally credit funds once they have received the ISA history so those 3 days could turn into 5 days. 5 days loss of interest would be ca 25% of the gain I would make if funds would be with them for an entire year and I don't think the rate will stay like this for a year.
Now with sending physical forms, in my case internationally, plus the risks involved, potential complaints, etc. I'd rather leave it where it is. I did send them a message this morning (different time zone) and aked them to contact me via email.
While 4.6% is a very great rate, 4.35% isn't bad either and 5 days loss of interest (worst case and not backdated) is around £60 damage to me. If I have to factor in time for a complaint, even higher damges and my last 5 ISA transfers required in 4 cases a complaint with various providers.

In Progressive's online banking, you can add files to 'cases,' which I found here: name at the top right, then profile, and cases are at the right hand side.
What I can't say is how to start a case on a new topic. I had one case created during my registration, and another appeared when I updated the email address field.
I emailed my PDF form to Progressive's savings support email address. I tried to attach the PDF to an existing 'case,' but it wouldn't work (other files did upload ok here, it was just this one pdf), so I uploaded 2 png files. I'll report back if either works.

Progressive 4.6% cash ISA. Is it Flexible? It looks like it - From their summary -
• You can make a withdrawal and replace money from your 1 Year Double Access Cash ISA without counting towards your
annual ISA allowance for that year, as long as the repayment is made in the same tax year as the withdrawal.It`s a gripe of mine that whether an ISA is Flexible or not is not always clearly stated
