2. Have a look here. At a first glance, the top rate easy access ISA that's flexible and accepts transfers and no awkward strings is Monument at 4.34%. There's also a £30 Monument referral kicking around.
3. Like I said, it depends on whether the particular account has withdrawal restrictions or not. I believe Monument has not but you need to look at the terms of the particular account and see if it meets your needs
