I've never had a flexible cash Isa.. only fixed.. so, having read the MSE info, can I pls check if my understanding is correct?
I plan to open an Isa in new tax year and fully fund as normal. If I choose a flexible one and the rate drops can I move the full amount elsewhere and if so would that be a withdrawal as opposed to a transfer?

Yes you can move a flexi ISA elsewhere. You can normally move even a fixed rate ISA but you would suffer some loss of interest if you choose to do so on a fixed rate product. But flexi ISAs you can move at will. However, note that before you transfer from a flexi ISA that if you withdrew any funds from that ISA that you will not be able to replace those withdrawn funds when the ISA reaches its new destination. Therefore any funds withdrawn from the flexi ISA would need to be replaced before you initiated a transfer from the flexi ISA to another product

I signed up a couple of weeks ago when they were still offering a £100 bonus for depositing £10k for six months. I haven't needed to do anything with the account after the initial funding so I cannot comment on withdrawal times etc but the app is fine.

I swear when I looked like an hour ago the Prosper rate was 4.71% but now it says it's 4.6%

Yeah they've dropped the rate (for now). T212 did the same yesterday, which is probably why Prosper have dropped their's too.

Regarding the boosted rate, do you have to keep the money in there for the full 12 months then? If you transfer out at any point the boosted interest just won't be paid even for the period you held the funds?

Can I open an ISA now providing I only fund it from the 6th of April?

Depends on the provider.

Possibly, some ISAs insist on (at least some) funding at the point of opening, easy access ISAs - by definition -allow funding throughout their lifetime. Fixed Term ISAs will generally have a funding window after opening.
Check the terms of each individual product.
