They replied and I quote

[FONT="]For clarity, the actual appointment of UKPC was a decision made by your Directors.[/FONT]
In short: I know we messed up, but I don't care about your problem, please don't bother me again.

Again, not good news.
The replied with:
[FONT="]We are able to issue charges to people that don’t have a valid permit displayed in the window but we CANT issue charges to anyone that doesn’t a tax disc or insurance. This right was taken away from Parking Management firms by the DVLA.

[FONT="]Could you please supply me with the Parking Charge numbers and i shall find out why we are issuing them to you if you are displaying a valid permit. [/FONT]
In short: once I looked up the Parking Charge number, I am going to insist you pay up. Thanks for the details, we can pester you by email as it's cheaper.0 -

Nothing you can do at all really. The only thing you can do, when he fills all twenty spaces, and the no parking areas, is advise he he can sue the management company for harassment, if they keep asking him to move. I probably wouldn't tip him off though. No one can make him move any car. It's private land, they don't need to be taxed, or insured to be parked there. The best they can do is stop him using the flat as a trading address, but then that's unlikely if it's just a mail drop. Or he says that's all it is.0 -

Of course there are things he can do ! He needs to go back to the management company and continue to complain to them. Most important is the council though, this trader does not have planning permission to operate a business in the way he is. The council have the power even on private land to get involved.
And I believe as there is access to a public road and this is a communal area of the land there will be a need to have at least traders insurance for the vehicles.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. They are all or have been suspended from accessing the DVLA database for gross misconduct!

The management company have no rights to allow or disallow parking if they don't own the land. The trader no doubt has trade insurance, even if he hasn't, it's unlikely the police would care, as the cars are parked off road in a private car park. He can easily state it's simply a mail address, and he's keeping stock, not selling. That could take months, or years to disprove, and the council will be unlikely to investigate for that long.0

Mikey it's their responsibility as they are managing the land or own it. As for the police never mentioned them. The council will act if it feels there are breaches. Simply telling the OP that there is no hope and he might as well give up is not what this section is about.

It would depend on how private the land is? If as Taffy says its open for public access then insurance would be needed. If he has motor traders insurance is he abiding by the conditions of that insurance which can be very detailed?
I would go the planning permission way, I would guarantee that when planning permission was given adequate car parking places needed to be provided. Plus I would also think that no permission was given for commercial use.

Hi guys, thanks for all the replies.
As per HO87's reply. I'm going to write to both companies.
The management company admitted in their email there aren't enough spaces for everyone hence the "first come first served" quote in their email.
I'll definitely keep you all updated every step of the way.
When I sent the letters, if I get more tickets etc etc.
This is getting crazy. All I want to do is drive home and use their carpark.
Thanks to all these replies. I'm now learning the a-level equivalent of private parking laws, lol.0
