Seriously though, I would say that a thorough examination of the guy's lease is needed. I am all for people showing a bit of enterprise, but it sounds like he's taking the P.0

After a bit of googling. I found his registered business number and business address.
The address is one of the flats in the block.0 -

If running your business from home means that the use of the building changes a lot, or the activities that you undertake have an effect on the area where you live, you may need to apply for planning permission from your local authority.
You may have to apply for planning permission if:- Your home will no longer be used mainly as a private residence. This is the key test - has it become business premises first and a home second?
- Your business activities will lead to increased traffic or parking in a residential area.
- Your business involves any unusual activities for a residential area.
- Your business may disturb your neighbours at unreasonable hours or create other forms of nuisance, such as noise or smells.
- You are making major structural changes to your property, altering or extending it.

You need to collect evidence he is running a business, and that there is increased parking and traffic, and its affecting the neighbours.
Hers interesting, from Birmingham City Council:
Council Tenants
Council tenants must have written permission from their landlord to run a business from home. Landlords will not refuse permission unless they feel the business is likely to cause a nuisance to other people or damage the property.
You may be required to obtain additional permission, including planning permission, and you may be liable for business rates. It is your responsibility to ensure relevant permissions are granted and you are registered to pay business rates.
The landlord will withdraw their permission if:- the relevant permissions are not granted
- after permission is granted, the business causes a nuisance
- car repair and maintenance
- printing
- any business where you would have to use hydraulic equipment, industrial sewing machines or controlled substances such as chemicals
- shops or wholesale businesses where customers would have to visit the property
- any business that would cause a nuisance by the parking of additional vehicles

If his flat is rented, has he informed his landlord that he is using his address as a business ? I am sure leases do not allow this kind of thing.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

Personally I'd speak to him and if he refuses to stop blocking your space then yes I'd grass. If he wants to run a business it shouldn't be at your expense - thats known as taking the P*ss. It's not down to you to prop him up and while he may moan that hes got nowhere else, he should of thought of that previously before he decided to help himself to your parking.0

I have emailed both the property management company and the parking company.
I have first buttered them up saying, I love being a resident, very happy with the services and their decision to contract a fine and reputable parking company,
Then launched into a rant about how we have nowhere to park.
Buttered them up again saying I am concerned their reputation could be at risk.
Followed by copied/pasted links of a website showing the flat is the registered business address along with 3 autotrader links with photos of the carpark.
So what did you do Saturday night? Oh, I emailed a property management company about a carpark.0 -
Probably more exciting than watching Germany v Portugal.
However make sure the rest of the residents realise that the fine upstanding parking company sees them as cash cows- will it be out of frying pan and into fire?0 -
Do you realise that the only way a parking company can make money from residents parking, is from the residents ? There are no good egg parking companies they are the same ! Expect a huge uprise in problems parking at this complex when they come in, you think you have problems now, wait until they start issuing fake tickets!
They are a cure to a non existent problem. The trader you have on your doorstep is obviously causing problems, report him to the management company, it's their responsibility !
