                    Good evening, fellow forum people.
I need your advice.
Would you grass this man up to the freeholders or parking company?
I live in a block of flats which has a private carpark and permits are needed to park there.
Within the last month. The 20 spaces I am allowed to park in are now half occupied by a car dealer.
His business is registered at the flat where this man lives and has setup his car lot in the carpark.
At least 4-5 evenings a week. I cannot park my car in the correct bay because this dealer has parked his cars there. These cars have no permit nor tax disc (nice!)
Soon, a new private parking company will be patrolling the area. I know what's going to happen. I will be ticketed for parking in the wrong spot because there is nowhere to park. Then I shall be ignoring them because they're unenforceable.
Because it's private land and not a public street. I'm not sure legally what would happen. Other than sticking notes on his windscreen or ordering pizza to his address (lol) I'm not sure what else to do.

            I think complaining to the landowner is the plan here. Look in your lease, what does it say about how many cars you can park, and the rules on running a business from there?
 I also think a compliant to the police might stir things up as well, if they have no tax disc and hes taking them on a public highway.
 Another line of attack is the fact if his business really is registered to the flat, then he must be paying business rates. And what about planning permission to change the use of the private land to a business car park ? If the landowner gets hit for business rate for the car park he might not look too kindly on the cars.**** I hereby relieve MSE of all legal responsibility for my post and assume personal responsible for all posts. You need to prove he is actually trading from home, rather than merely storing there, and even then it'll take years to enforce anything. What can the landowner do, even if he is limited to one car? Maybe employ a private company to put on unenforacable tickets, or clamps the owner can cut off?0

 He could be. But all he is doing is parking as far as can be proved. He probably wouldn't own up to a business.0

            He needs trade plates to drive the cars on the road, (unless they have a valid disc in the window) along with insurance.
 If he is driving them with trade plates they can only be used to demonstrate the vehicle to one person (no other passengers), not used outside of business hours, vehicle must be recorded as 'in trade' and about 50 other points must be addressed.
 Insurance doesn't cover lack of tax, and plates don't confirm insurance.

            I understand some naughty chavs like to steal windscreen wipers, let tyres down, AND apply a thin smear of dog dirty under the drivers door handle......0

 That escalates though. I always find they come back again, and get every other car.0

            The kids where i live put small pieces of matchstick inside the tyre valve caps, so it slowly lets the tyres down, but its a !!!!!! to detect, because the tyre shows no leaks when checked.**** I hereby relieve MSE of all legal responsibility for my post and assume personal responsible for all posts.
