I would plump for the most opulant hotel in the town .If youve been somewhere and loved it go & live like a king in the best hotel. Caribbean or Africa. Or find out where his fav band/team/boxer are playing and go there big time . My nephews just returned from Vegas watching Mayweather chance in a life time

If I had all the money in the world I would want to go somewhere lar less ordinary than USA. It would have to be either Asia or South America, somewhere steeped in the history of ancient civilizations, somewhere 'ordinary' tourists were unilkely ever to get the chance to go.

Hard to say without knowing where else you've gone and liked (and not liked) but my first thought was a safari followed by a few days at a nice beach resort as it combines the adventure and sunshine with relaxation too-and not too much jetlag.
