Right, first, you know that these people are debt collectors only? Good, they have no rights on your property. Those letters are frighteners only.
You have sent them the letter, you have warned them. Now ignore. That's about the size of it. They insist on trying to bully you, ignore them. I'd put them on the back burner now and hopefully, they'll get lost on the system and end up SB in a few years time. Alternatively, instruct CCCS to include them in the payment arrangement and send them nominal payments of £5 per month. You've tried to come to an arrangement and you are still demonstrating willing...they havnt got a chance in court even if they bother trying to take you there.
Alternatively, how about watchdog, or other consumer bodies? If I were you, I think I might amuse myself by shopping them to everyone I could think of.

They are included in my CCCS plan however they say that they aren't receiving a fair amount. They want £150 a month which I simply cannot afford at the moment.
I get texts and emails from marshall hoarse, speed credit and northern debt recovery which makes everything more confusing.
I have complained to them time and time again which they ignore.
If I change my mobile I will need to tell my parents which will mean a lecture and I can't face that at the moment.
Away in China started sending me messages about mackenzie hall which are nothing to with marshall hoarse so I was getting slightly stressed.Total Debt: £4610.75

Although I have no helpful suggestions, just wanted to wish you all the best with this situation. I can't believe they're doing all this for a debt that started as £400.

OK, well they can just jog on then. Keep doing what you're doing. Youve done all you can to be reasonable and they arnt, so time to ignore. If they do try to take you to court, just show what you have done - I doubt they'd be so stupid. Oh they don't ring my parents house, they don't know I'm living their I have just redirected all my post, it's just if I change my mobile my parents will want to know why and I can't lie and I don't need them knowing about the debts.

Hang on, you say they are refusing to accept payment? They have given you their bank details. Set up a standing order (you control it, not them) and make a regular payment. They aren't going to send it back to you, are they?
Write once more, telling them that the DMP has been properly assessed by the provider, and the sum assigned to them is appropriate under the terms laid down for such matters. Confirm the date of the standing order, remembering to allow two business days for weekend transfers. Reassert that you will not accept doorstep collectors or home visits from agents, nor will you accept telephone calls. All further communication must be in writing.
Indicate that you require a full breakdown of the charges applied to reach the current existing amount owed. You have a legal right to see how the debt is made up. State that until that report is provided, you will arrange to make payments for the original amount only - put them on the back foot for once.
Finally, indicate that all your communications with them and attempts to make payment have been recorded and filed, and will be submitted to a court in evidence, along with your DMP plan, should they decide to try for a CCJ. Their refusal of payment has also been recorded.
That wil make them sit up, because as previously noted they cannot sue for what they have refused, and any judge will see from the numbers that you have made reasonable attempts to pay. The likelihood is that any court costs would land on them - not on you - for such a spurious attempt to bully people with law.
