We have had a similar system for years now, except that we don't have to pay for the enormous brown bin (for garden waste and potato peelings and the like). We do however have other bags (whose colour seems to change every so often, along with the various contents rules) - black (general waste, collected every week), white (plastic, tins, bottles, glass), blue (paper, card).
I did get a phone call from the council a few years ago, reprimanding me for putting old Christmas cards in the blue sack, even though they are made of card.
I do not know how much good all of this does, but I do know that we have more and more litter on our streets following the privatisation of refuse, and the subsequent growth in plastic bags - which are ripped apart by the local wildflife.0 -

Our council is pretty good. Our rubbish is collected weekly and so is our recycling but if I put the kitchen waste in a white bin liner instead of a black one the guys get confused and think it's a recycling sack. (our recycling sacks are clear)
I wish we had wheelie bins round here - it would certainly stop the foxes ripping up the bags overnight.0 -
We have numerous bins and boxes. 6 in total....its ridiculous! Our usual rubbish bin is collected fortnightly only.To repeat what others have said, requires education, to challenge it,requires brains!FEB GC/DIESEL £200/4 WEEKS0

Yes i'm under the Dudley borough too and the 3 bags a week rule is a pain. Mind you, its amazing how much i can squash into 3 bags. I could do with a hydraulic lift to lift them up to the kerbside. If i'm desperate i can stick an extra refuse sack along side his one solitary bag...... after all, rules are rules.
Not defending the black sack rule but we get upteen charity collections in my area. Most of the bags are coloured to make them easily identifiable from the black household waste.This is a system account and does not represent a real person. Ours are all wheelie bins.. 1 black bin per 5 people living in the house.. as many blue recycling bins as you want and a small green bin for food waste. If you have a garden you are allowed a brown bin and 1 composter! (I have 2, I had 1 delivered to my mothers.. she never recycles anything)
Black bins (general waste), brown bin (just garden waste.. no food) and food waste is weekly, recycling fortnightly.
I usually fill half a black bin in a week and a blue recycling bin and the food waste is usually just peelings at teabags!.. though if I am having a big fling I have been known to fill my 2 bins and sneak bags in other bins up the street. :eek:
Ours don't care how over full the bins are (fortunately) but don't like to have them heavy.. so we flung a 19in tft monitor in this week (last time we left one outside to be 'removed' and it was smashed to pieces all over my path where my little ones walk, and fall.. I vacuumed the path! so I was not risking that again.
Ours will remove 8 large items by arrangement.. they have to be out the front and not behind anything.. I have been known to arrange 2 or 3 collections in a few days (3 wardrobes, 2 lots bunk beds and a double bed and 3 mattresses).. it would have made more sense to take it all at once rather than keep coming back! I live in London borough and have had absolutely no problem with using extra strong grey bags. Swansea council sound very petty & no wonder you're not very happy with them.0

We have recently changed from boxes, bags and wheelie bins to just wheelie bins.
The big black wheelie that WAS the rubbish bin is now for ALL the recycling. That's collected once a fortnight.
The big green wheelie bin is for garden rubbish. That's collected once a fortnight.
The little green bucket-y bin with a handle is for food waste. That's collected once a week.
The new brown wheelie bins are for rubbish. These are about half the size of the big black wheelies. These too, are collected once a week.
I've seen bin men reach down into a bin and pick a single bin bag out of the bin.
However, if there is a 'loose' bin bag that's out of a bin, on top of the bin or beside the bin, it won't get picked up.
The bins must be closed and if the bin men decide it's too heavy they can and will refuse to touch it.
As far as I know there isn't a ruling on the colour of the waste bin bags here in Wolves, although I have seen clear bags for commercial/shop waste.
In the London borough where my brother lives, the recycling goes in orange bags and commercial waste goes in pink bags.:huh: Don't know what I'm doing, but doing it anyway... :huh:0
