Just been searching under the new regulations for O licenses December 2011 and are recovery vehicles still exempt?
Also to give you an example of the size of the thing, its the same as the one below, not the same company though, hopefully you can see why I'm annoyed:

So its not articulated, but it is a recovery vehicle.

This is the bit you're interested in:
Recovery vehicles. Paragraph 3 of the Goods Vehicles (Licensing of Operators) Regulations 1995 states that a recovery vehicle has the same meaning as in Part V of Schedule 1 to the Vehicle Excise and Registration Act 1994 (i.e. a vehicle which is constructed or permanently adapted for any one or more of the purposes of lifting, towing and transporting a disabled vehicle);Take note: The returning of a vehicle to a customer after repair does not constitute the transportation of a disabled vehicle. You will require a standard operator’s licence for this.0 -
I think to be fair, we need to see the actually offending vehicle to judge whether this is a genuine problem, i'm reminded of the existence of the "NIMBY". I would normally provide a picture of the road and vehicle, but conscious of opening myself up if I give that information on a public forum plus more after what I can do about it rather than right or wrong0 -

Let the air out of its tyres. They'll be a total b!tch to pump up again - especially if the tyres are mysteriously punctured at the same time (Note I'm not saying you should do this but if it coincidentally happened somehow by some act of god etc). They'll be expensive to take off and get fixed not just for the cost of repair but the amount of time the truck is out of action and can't earn money.
People are more than happy to park where it suits them even if it annoys someone else UNTIL it affects them directly - suddenly they become a bit more considerate.0 -
Our local council enforced action on a truck on our road, because it was so wide it restricted access for emergency vehicles. The thing got towed away, never to return. Would that work here?
Do your relatives have access to more than one car? Could they park one in front and one behind, about 2 cm off each bumper - depends how brave they are really as I guess he could probably just push the cars out of the way. If you did this you could maybe set-up a webcam to watch for any malicious damage.
Personally I'd probably go down the flat tyre route also. If every time he needs to use it he has to spend 30 min's messing with the tyres, after the 3rd time he'll probably find somewhere else to park. That or drop the winch on top of your relative's car!0 -
If its required to have an operators licence it will be displayed in the windscreen with the tax disc.
