VOSA say he can't park there, the operators license says he can't park there ...
But I can't seem to get anyone to enforce it

You said it was a recovery vehicle.
A recovery vehicle is exempt from an operators licence

hi stu this is correct
i would now sidestep local vosa and escalate to vosa HO in bristol they have to reply within a certain timescale too
ignore others who are laughing its not funny and of course its unsightly and probably ruining the tarmac with diesel drops too

plus op says artic vehicle not recovery vehicle so this vehicle will be over 3.5 tonne and be encompased in new laws that came in in january
its being run as a business so operators licence required0 -

Just been searching under the new regulations for O licenses December 2011 and are recovery vehicles still exempt?
Also to give you an example of the size of the thing, its the same as the one below, not the same company though, hopefully you can see why I'm annoyed:

They use the front of the these for articulated trucks but anyway... would you want it parked a couple of metres from you?0 -
