    I don't necessarily read it that way. Obviously every new line rental contract has a compulsory (or minimum) term. The OP requesting a 12 month minimum term suggests to me that they asked for that as opposed to an 18 month or 24 month minimum term (or, indeed, longer), which in the context of the products on offer would likely make perfect sense. Clearly it depends on what was actually stated in the dialogue, but it can certainly be seen either way.
