Lee, My brother has contacted Vodafone and I have called up too, I was told someone would call me back 12th April but I haven't received anything nor has my brother.
We haven't emailed we have called customer services0 -

The bar was lifted from what Vodafone has said on 16th feb .... I will contact heidi now! Though contacting vodafone via email or phonin them shouldnt change the customer service we recieve.

So far your were unhappy with the fact that the bar was lifted, not with the fact that your brother was charged for something he apparently hadn't used.
Yes the bar was lifted which we didn't authorise ... But the amount there asking for doesn't make sense if he wasnt using that sim card.... Unless the charges were delayed ..... Either way if Vodafone can put a bar on after he spent £400 why allow a bill of £11k.
That's all I'm getting at, If anyone else was in this situation I believe they would b concerned too.

As has already been said I suspect it has happened because data charges have arrive on the account after the £400 had already caused the account to be blocked. Ridiculous charges, but what the ^%$£ was he thinking?
As to your 'bar', it is fairly clear that he used it before any bar was put on.
Especially as you have told us that he then used a local PAYG SIM.
I imagine they offered to reduce the bill, but as it was still enormous, he still couldn't or wouldn't pay.
Not sure why you suggest that Vodafone ignored you.0
