 If a job IS advertised then of course they are replacing the previous person.not if it's a job to REPLACE someone, no. All the interviews I have had were to replace someone. This has nothing to do with the topic.
 So you agree,just because a job is advertised. it doesnt mean its replacing someone?

 So the advert for the replacement takes 1-2 weeks (at minimum) to get sorted, then about 2 weeks before actually interviewing and the position usually starts about 4-6 weeks after the person handed in their notice.
 In the meantime that employed person has been tying up those two jobs and the unemployed person is left waiting for the newly vacated job to be available.
 Go through that a few times (with another employed person taking the role Person 1 vacated) and its a few extra months down the line before the unemployed person has a chance with an employer who will consider someone currently out of work!0

If I say 'why is the person leaving' they would say 'oh no it's a new role as we are expanding' but they haven't said this as all the jobs I have been for are to REPLACE someone who is..........wait for it, LEAVING for another job! It rare an accounts team expand and take on new people by creating a job.new role?

 the simplistic argument of a person leaving creates a job, is false.
 I concur. A typical scenario is that Person A leaves, one or more existing employees "temporarily" take on additional duties or absorb some of Person A's duties whilst the employer seeks to replace A. Manager finds things are moving along without the need for additional labour at that time, so puts this on the back burner until / if someone complains about the high workload.0
