We can request one in Scotland if needed. No-one I know has one. As far as I know we pay our water through council tax.

Scottish Water is owned by the Scottish parliament, hasn’t been allocated any funding to install meters. A spokesperson for Scottish Water said that the company doesn't hold any evidence that“proves the installation of meters encourages lower than normal usage of water”.

Bring on the paddling pool!!!!!

    Since when?
Down here they are just installing them, full stop. There are transitional arrangements for those whose bills would go up a lot, but that's about it I think.

Council tax? Certainly not in England, it's all billed separately by the water companies.

That is just ridiculous. They haven't found any evidence because they haven't looked!
