The T&C's specifically say that they can be used in petrol stations.

Part that they were arguing over because they are apparently not classed as a store.

from the FAQ (not the T&C's - my bad)

Can the Tesco Price Promise vouchers be redeemed in Store Petrol Filling Stations?
Yes, but they cannot be used to purchase of fuel or any excluded items (please refer to T&Cs for exclusions).

To say that they are not a store, is a very poor attempt at a fob off. If you ring the customer services number and complain, they may well send you out a gift card of some description.

And what kind of petrol station was it ? Was it part of a superstore or an extra ? In which case they are part of that particular store.

Or was it an esso express, in which case they are an express store

I find it hard to use them in london express stores but every other place ok.

I've used a few at Kensington High Street store without a problem.

Why risk it ? An onion, an apple, a banana etc.maybe something you need to buy ?

The risk is going over £10 on the jtd, not so much the other items.

I dont really see it as a risk at the moment. They dont seem to be in a hurry to enforce and hopefully they will have some comms in place at the time. Even if they dont, you have possibly lost one voucher and you can argue with Customer Relations for compensation or just go and get your money back.

I am carrying on with my shops as before and not worrying about them.

BTW... I found a blog by the IT consultant who helped introduce the original Price Check back in March 2011. I wont link but he did seem very pleased with himself. The blog posts trailed off late last year.... I wonder why?
