"Drivers park at their own risk" does not automatically absolve them of liability.

It's pointless putting such signs up really.

If the hospital has caused damage through some sort of negligence with the actual car park, they are still liable whatever any sign says.

If a third party causes damage, it is them who is liable, not the hospital, whatever any signs says. The only exception would be if there was something in the parking permit contract that stated some design of the car park made it impossible for anyone to scratch a car or something. That's pretty unlikely though.

I do not however agree with this:

They should still have public liability insurance and if someones property has been damaged whilst in the NHS trusts care then they can be held liable through their insurers. Just the same as councils and PPCs. Yes its rare that they pay out but it does happen more often than you realise.

following your logic. I think we can expect to see a thread soon complaining of the removal of staff parking facilities

    I think it'll stay open.
The quarter of a million pounds or so income each year from it would cancel out the nuisance of the claim.

they adviced him to claim it on the insurance

Quite pragmatic advice I would say. Some people need to get rid of the habit of blaming everyone else.

The person who caused the damage to the car is liable and not the hospital. Unless your contract says they will have CCTV in car park, you can't blame the authority.
