Thanks for all replies. I am not 'worldly or wise' to these type of things. I am female, close to 65 and not a confident person and have never had a parking ticket before. I am a little bemused by it all !!! If the TCP etc are not 'legal' how are they allowed to do this? I am so angry with myself for forgetting to display my badge. The 'attendant' must have been close by as the time on the ticket was a few minutes after i parked up. How could the ticket be issued at 1pm when first check was at 1.10pm ? I am totally confused

treat the "paperwork" that was left on the car as an "invite to donate money to the PPC" , you do not legally have to donate or even correspond with them
feel secure that despite various different coloured letters and threats to the registered keeper they will not get any money as they have no right to itEx forum ambassador

Yes, although it has no validity in law and what they have asked you for is totally unenforceable, the practice is not, sadly, illegal as such; although some of the stuff they send when trying to collect it may well be. Do not even consider appealing or querying with them; you are labouring under the misconception that you are dealing with honourable or reputable people. You might as well try talking to someone who is mugging you- because that is what they are trying to do, preying upon your trusting nature to extort money they have no entitlement to.
Because they have no means in law to enforce the demand (attempts at doing so in court were laughed at by the judge) their only recourse is to try and browbeat and bully victims into paying with outlandish threats of court action they can't and won't take.
Ditch anything you get from them, when, half a dozen pathetic letters later, they realise you are no mug and aren't going to fall for it, they will simply cut their losses and you'll never hear from them again.0 -

If you are the registered keeper of the vehicle they will soon have your details in any case. That is because DVLA will sell its soul for £2.50 and provides them, thereby facilitating the scam.
Yes they will, as explained above, bombard you with toilet paper. You will get more if you contact them, because they interpret that as meaning you have taken them seriously so there is a good chance they will be able to con you or frighten you into paying.
Also, if you contact them you may be telling them who was the driver. Only the driver can be pursued for payment and you are not obliged to say who the driver was. That means that all the threats they make are totally empty.0 -
