I would go to the oft to complain about this letter, they are breaking the debt collecting rules with that, if they took this to court and won it would not effect anyone but the person on that claim. The oft takes a very dim view on debt collectors breaking their code of practiceWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Under precedent set in the 2009 case of Ferguson -v- British Gas Trading Ltd, I think you would have a claim against them of harrassment.
In the above case a lady received bills and demands from British Gas threatening all sorts, including threats to trash her credit record - the beauty of it was that she was with NPower, didn't have a British Gas account and just like with PPCs, there was no valid debt being chased.0
