    My thoughts are this.
    That if fee was due then the OP should pay the parking fee at the earliest opportunity:
    If It was £2.50 to park then £2.50 is owed.
    I would use Royal Mail recorded delivery:
    I would send the following letter:
    Without prejudice
    The harbour Master .......................................
    It has been brought to my attention that Disabled parking in your car park is a chargeable event, therefore I enclose the parking fee in legal tender (stamps) from the registered keeper of vehicle registration XXXXX XXX
    Thank you for your assistance.

    This will remove the actual loss from the equation .

    Next print that PDF link that says fixed penalty, save and store
    print a electronic copy of the signature that signed for the letter.
    If they do take you to court come back for more advice, they wont win a correctly defended case.

    If you decide you just want it over with, budget £180, they will come back for late payment charges, even if you do not pay late.

    There is a case for totally ignoring them, but there is also a case for paying what you actually owe, not the penalty.

    If they reject the payment, tough on them, all you have to do is offer it.
    Do not put any personal details on the letter other than you car reg.

    Thanks bluelight, I'll send the letters off that apply directly to this parking charge. I'll wait to see what happens. The whole thing has already proved exhausting (I have MS, hence the blue badger situation) so I won't take on more if it's not necessary. :)

    You say you have read up on these "tickets".

    In that case why not take the advice, don't write to them, (thereby confirming you were the one who parked there - which was your original query here), just be prepared for the unpleasant and threatening letters and ignore them!
  • OK guys, thanks again, much more info appearing here. I have written two letters, one to the Harbour Master himself, enclosing a cheque for £1. Too late for the stamps suggestion which actually would have been ok, except that I can track the cheque if they cash it. I have sent a copy of this (very well crafted) letter, to A S Security twonks, with a photocopy of the cheque. Both parties have also been given copies of our 'Nil = disabled' tax disc. The HM has been sent a S.A.E for return of a receipt, 'to allay further costs', both letters include the phrase 'full and final settlement'.

    It was never my intention to avoid paying the £1, as it happened to be charged, although the 'oversight' was based on realistic expectation that our Nil tax disc would be counted. So, the only money owed is the pound fee, that has now been paid. Yes, they have our home address - without having to consult the DVLA, so allaying further cost there too. Until we see how they respond, it is impossible to predict what will happen next. Very good letters see, also very clearly making it possible for the HM to dismiss any further contact if he sees fit. They've been posted now, so time will tell.

    A bit longer to pay up nearly a hundred quid to a scammer for a fake fine that would never stand up in Court, 'goodwill' ooooh the irony! :D

    Wow, what a gesture of goodwill that is, some extra time to pay a contractual penalty which I bet if you are foolish enough to do you will get another letter saying "sorry payment was late, you owe us £50".
