You can only open a dispute in PayPal OR eBay, not both.
You should be able to get a tel number by going through the help pages, as it gives you a verified pin too. But you could try 0800 358 3229 but they don't open until 8am.0 -

It's done now. The difference is that EBay are a bit longer and not as straightforward as Paypal disputes, but nothing so different that the buyer is at a disadvantage, so OP do not be concerned.

Thanks for info. I will escalate the case to ebay on 24th Jan 12. Seller has quite bad english when replying to the dispute and is denying everything and saying his listing is not deceptive etc...0 -
On first glance it wouldn't be unfair to assume the account was hacked. But, the buying of the item to resell in this way is a clear indicator that the seller is the account owner.
Add to this the foreign sounding English (and I should know) then it may be the seller is attempting to claim their account was hacked. It won't make any difference to your dispute, but I would let eBay know the item was previously bought by the account holder.0 -

in the ebay guides, it makes clear that if you are selling to make a profit you are an e-bay trader (this is proved by them purchasing the box for the purpose of selling on). Ebay traders are bound by the DIstance Selling Regulations, so you have a right of rejection.0

eBay and Paypal have their own dispute processes, which are easier, quicker and free. Legal routes should only be considered when all else fails (and this was an auction so is dealt with differently to standard purchases).0 -

As long as you have outlined as you did above in your first post, then don't get bogged down with trying to resolve with him.
As soon as you can escalate do it. If you ring eBay, you may* be able to convince them to act, but only if you get Dublin and only then with a helpful operative. But it's worth a try for a chance of a speedy result.0 -
I have reported the listing under - fraudulent listings -you did not bid - and would hope others do the same. A listing can still be nullified even when it has finished.0
