    He has a cousin who keeps an eye on him and tells me what happens, she does tell the teachers but they tell her to stop telling tales.

    So you've got evidence in black and white from the other mother's own hand to show what you're saying is true and the Headteacher doesn't want to see it because she knows the other Mum is "a very nice girl"? You're on a complete loser with this one - I wouldn't hesitate to take it higher.
