It's the steam that makes them puff when you heat them; cheaper brands tend to be a bit drier hence the reason they are harder to split IMHO. If you use a plant sprayer and leave to sit for a minute or so for the water to soak in (I do this first and leave it to sit whilst I do the other prep) before using your chosen heating method it should help them to puff.0

I score them round the edge near the seam before poping into the toaster and the pocket opens itself as they puff up
