It is YOUR responsibility. And it is, fortunately, something that you can take care of for no cost at all.
And edited again to add;
Stop worrying about the clothes. Clothes do not get you, or cost you, a job. Explain politely why you are not wearing a suit, and the interviewer will virtually certainly not make an adverse judgement because of it. I interview for jobs where a tailored suit would not be out of place, and would not bat an eyelid if somoene turned up in chinos and a shirt, and explained why.0 -
Then I'm afraid that you are plum out of luck.
As you've seen, the state does all sorts of things to help you back into work, but it doesn't (and shouldn't) do everything. On this occasion just turn up in your most appropriate clothes (and apologise if they are clearly inappropriate, explaining that money is tight). For travel, you'll need to borrow bike, hitch-hike, get a lift, or even walk.
Yes, this is not ideal, but it's what you need to do.
Both the JCP and WP providers have money set aside for supporting you financially to overcome certain barriers and should definately be able to help out with a simple request to purchase items such as clothing to attend an interview.
JCP however will only help if you are not assigned to a WP provider and it sounds like you are now so I suggest contacting your WP provider to arrange a meeting to discuss this request urgently.Explain your situation as you have on here and Im sure they will help you-after all they are paid by JCP if they help you into work so this could be seen as money for old rope as far as they are concerned.0 -

This does not matter. Turn up in what you can, and politely explain why.

I had explained to the WP provider, they decline to help me at this present time, because they don't view themselves as my WP provider until a week after the job interview and refuse to see me sooner.0 -
