Neither a land lord nor a renter, but, if I was a renter, and told my LL about some mould I wanted him to look at, isnt permission to enter kind of implied?
In short, no. If you asked a plumber to come round and give you a quote would you be happy if he just walked into your house?
This is the tenants home and the LL can only enter without notice in an absolute emergency0 -

Not just growing it but using it fairly extensively as well given the thought processes (or lack of) involved!!
