I don't even have an ISA. Im not far off 3K in my savings account that pays a shi tty rate of interest but I'm reluctant to put it in to an ISA in case I need it.

with many isa accounts, you can have instant access with no penalty withdrawals.

You can only have one cash isa, they take your NI number and will check it
Q. What if I pay into too many ISAs?

A. If, by mistake, you put money into more than one ISA of the same type in the same tax year the payment into the second ISA is invalid, and you are not entitled to any tax relief on investments held in the second ISA.

If you open a an isa account with bank x, it doesn't stop you from opening another isa with different bank the following year, usually to get a more lucrative interest rate.
